I'm overly sensitive to noise, but not assertive enough to say something,  so if your kid is loud I'll just stare at you like dis ಠ_ಠ

I think it should be up to the business owner to decide

Just on a side note to the thread topic, it's crazy how many people are like this.

I've been on a national express bus before (probably like the English version of greyhound busses they have in America) and there was a kid drumming on a seat in front of me for like half an hour until I asked him to stop, everyone around just sat there silently but looked relieved once I'd asked him.

But saying that there are definitely situations which I'd just find too awkward to say anything. and I would just stare judgementally.

Another even stranger time was on a national express bus again and the driver had decided to have the radio on just broadcasting the noise of static and distortion up and down the bus for us all to listen to for about half an hour.  It was like something from the twilight zone, as if I was the only one who could hear the noise, I got up from the back of the bus and went right to the front and tuned the radio in for the driver.

I'm not overly assertive but I have a tolerance of about half an hour of crap before I have to do something about it. 
 In both those situations all it would have taken is some slight human consideration from either the driver in control of the radio or the parents in control of the children it drives me fucking crazy.

Years gone, I was in a restaurant with my sister-in-law and her son - if I recall, he was three or four, certainly not much older.  Normally a delightful child, he took this occasion to act like a Satanic pube. 

His mum didn't yell, didn't 'belt him one'.  She took him by the hand and led him outside (I stayed put - takes more than a yelling kid to put me off my grub).  I saw them come back in and stop at each of the few tables that were occupied.  At each one, my nephew - sniffling a bit - told the people seated, 'I'm very sorry for being bad.'

When they got back to our table, I asked his mum what caused the change and she said, 'I told him that when he could ACT like big people, I'd let him EAT with big people.'

I don't object to kids in restaurants as much as I object to parents who bring ill-behaved children to restaurants and don't take steps to correct them.

I think you have the right basic idea, and think 30 is a fine age for men, but it is a well-known fact that women mature faster than men.  Women who are 21 or over should be admitted.

Of course, all bets are off when it comes to the cinema.  Grown people watch a film as if they were at home in front of their own telly.  BELT THE FUCK UP AND WATCH THE FILM!!!
