They are legally and socially responsible for the behavior of their children. Adults are no more valuable than children. A child should also be able to experience a fine dining environment when they can stay within socially acceptable behavior. Not all children are rude screaming disasters just like not all black men are dangerous thugs. Stereotyping children is just as bad as stereotyping adults.

However unlike adults children are prone to mood swings and unpredictable behavior, what starts out as well behaved child could turn into a total meltdown for little reason. Take the kid to Chucky Cheese or McDonalds. That is what those places are for. I do not go there, so keep your brat out of my restaurant.

Speaking from my personal experience, I have been much more disturbed in public by adults shouting and fighting by far than from kids. My seven year old daughter has never acted out in a restaurant even once in her life as far as I know, neither did her 17 year old sister when she was young. It's not universal. I would be irate if someone refused service to my family because they thought all kids were little bitches, just as you would be Irate if someone stereotyped you. The individual matters.

If it's a little kid who is just being playful, to a degree I can tolerate it. If it's a screaming baby though it's really ear-splitting though, that's what I can't stand. There aren't many sounds more piercing and headache inducing.
If I'm on the train and someone sits down near me with a screaming baby I'll get up and move down the train. I can't sit there with it in my ear.
