Well, not exactly legally. The problem is that the courts have allowed cops to get away with the bullshit that all they have to say is "I was afraid for my life" and that makes any crime they commit "legal." It's a little tougher to pull that off when they pump ten bullets into some guys back while he is running away so for that they rely on racist juries and prosecutors who don't really want to see their cop buddies in the slammer.
That's why you get some pig mouthing that lame statement when it turns out the guy he just blew away was holding a fucking donut.  RE: Fucking Cops: Volume II
