No, he's saying that if you turn natural selection into a conscious being, then natural selection is no less callously indifferent to the suffering of the weak.
Natural selection isn't a conscious being, it's a scientific theory.
Natural selection put very very simply is just a statement that some animals die and go extinct, some animals reproduce, survive and don't go extinct. God consciously drowns families of people, orders genocide, kills people on a whim.
It's as stupid as turning the theory of gravity into a conscious being and then saying don't believe gravity exists because even though it is attractive it's a heartless killer causing people to fall to their deaths, just like some female serial killers.
As for being better off it depends if that person is better off with bullshit or not. Some people are better off with it, I would argue humanity is better off without bullshit.

Sorry, Randy, but if I were forced to choose between adhering to Dawkins' moral standards or the standards set in the Old Testament, I'd choose Dawkins' any day (even though I'm not really a fan of Dawkins).
