Their reconnaissance and tactical intelligence capabilities are probably poorer than ours. So when they bomb hospitals, it genuinely is more likely that they did it by mistake, even if they are probably slightly more likely to actually try to do it by design.

There's no evidence so far that it was a bomb. Everyone wants it to have been a bomb so that they can use it for their own specific objectives. And if it was a bomb then the list of suspects is a thousand miles long and might involve all kinds of multiple agents. Remember, it was the dummies in Washington who helped ISIS get started. And now the fools are supporting other groups who may be 10 times worse.

Well, they didn't. So far. I only mentioned it because civilian casualties are only mentioned these days if the wrong party is doing them or if you can't brush them under the carpet because you can't hush bombing a hospital.
