I don't think anyone has ever claimed that Genesis was the oldest or the original telling of the tower of Babel, after all, Genesis is the first book of MOSES.
Genesis (the beginning) is simply recounting the history of mankind.
Does any culture have a monopoly on history?

1 Corinthians 14 (KJV)
33 For God is not the author of confusion, but of peace, as in all churches of the saints.
Genesis 11 (KJV)
9 Therefore is the name of it called Babel; because the Lord did there confound the language of all the earth: and from thence did the Lord scatter them abroad upon the face of all the earth.
