So heaven was not all that great and Satan and his followers left.  Now they must decide if they wish to return or stay.  It seems that their only choice is the lesser of two evils, which ever that might be.
Actually they were all cast out. Some may not have wanted to go. Wrong place at the wrong time or weak willed or maybe foolishly loyal to the chain of command/just following orders types. who knows. What I'm suggesting is that those here in the form of man may have wanted a second chance. while the named demon types did not want that second chance.
