In European parliamentary systems the party which can cobble together a working coalition forms the government.  It works better in some places than in others.
Right now the republicunts can't even agree among themselves.

However, if you are going to suggest that we adopt the European system that would be SOCIALISM and the 'Murricans would lose their fucking minds.
