Holy fucking shit, that is insane. Earthquakes are not that predictable just yet. Japan studies them more than anyone and even they cant get much beyond a few seconds or minute warning. 

If anyone is to blame it would be the country's lack of enforcing improving building codes and funding them.

Which isn't as easy as, say, in the USA or Japan. We're talking about buildings that are centuries old. Grown villages that in many cases go back to the Middle Ages and even earlier. Have you taken a look at what these villages looked like before the earthquake hit?

I'll just chime in and say that even though a lot of our buildings are really, really old, it often turns out that some construction companies build new stuff with no regard to antiseismic regulations. Why spend more money for safety when you can just bribe your way to a new earthquake, and a new wave of sand houses to build?
