I've seen video from China showing a new sport, driving over kids. Kid playing in the street, driver swerves to run him down. It's apparently a game for them.

In China, if a driver kills someone, there is a legal limit to the driver's financial liability. But if he injures someone, he could be liable for all of the victim's medical expenses plus all the victim's on-going care expenses if the injury is permanently debilitating, which could be many times larger than the legal limit for death benefit.
So if a driver hits someone, he often backs up his car to run over the victim again just to make sure the victim is dead.
