Around about 1958 my reader had a story about kids trying to make some money by "improving" common products. They demonstrated their 'new and improved' dish soap in the local fountain. It flooded the town square with foam. They used the standard formula for dish soap, but didn't dilute it.
It looks like something similar happened here.

Geo tip: Santa Clara county is where San Jose is located and the city of Santa Clara is actually north of San Jose. Both are on the southern tip of the San Francisco bay. So the blob is a northern California phenom. Bragging rights to that ecological disaster are ours.
