Question for the PC police about racism...

Question for the PC police out there: Is it racist for a white person to punch and kick the shit out of a black person while saying "Fuck black people"? If you answered yes, then is it racist for a black person to beat the shit out of a white person while saying "fuck white people"? If you answered no, then where's your justification? How is the situation that just happened in Chicago NOT racist? Just curious to see where you stand. Not trying to be a dick.
