No, but it would give the police the ability to catch them if they try and that's my point

And yes Balaclavas are forbidden to wear...

Show your sources thanks. And which country are you talking about. I can gurantee you if I were to stand outside a Police Station in Australia with a balaclava on, they would't do anything. They could ask me to remove it to prove my identitiy, but they cannot stop me from wearing one!
