To tell the truth, this isn't any different than what every other US administration said. It's a given that nuking Seoul wasn't an option at any time. And Kim won't do it. He's got his international life insurance of being able to nuke Seoul. Otherwise he will content himself with leading the good life at the expense of his people. Same as dad and grand dad did.
