They're allocating an additional 40 million euros to go to exisiting programs to handle larger payouts for rejected migrants - the longer it takes for the person to go, the less they'll receive.

So the cost of maintaining migrants has increased by 40 million to a pre-existing program.

After that, it states that it will cost 50 million to reintegrate these returnees when they're back in their home countries - that suggests that the agreement to return is predicated on a final payout in their home country to be given after they settle in.

How could this be funded? The ambiguity is this:

- Current Program adds 40 million euros to it's budget, will pay out 50 million from it's budget. Net cost: +40 million euros

- Current program adds 40 million euros to its budget but will require a future infusion of 50 million. Net cost: +40 million euros, threat of addition cost in future

- Current program adds 40 million euros for administrating migrants, another program adds 50 million euros for reintegration. Net cost: +90 million

Reading the article, I do not see a mention of another program, ruling out the last possibility and the wording states it's an additional 40 million euros, leading me to believe they're adding 40 million euros to a preexisting program that itself will pay 50 million euros ultimately to returnees.

Which makes sense from a German perspective - use an existing program and budget to administer to migrants and asylum seekers, where administration includes assisting returning the migrant/refugee to their homeland and not be beggared. If the existing program budget is insufficient, add the missing part (40m euros).

40 million euros is nothing, why is this even news on a national scale except to stir some rightwinger's anger? That's the cost of what, a big house or a boat. More money than that is spent on related intl. conflicts every day.

I can't see it possibly working when their home countries are warzones

Be poor in Germany or be rich but dead in Syria? Please.

I do wish more countries would take some in so we can spread these people round a bit more though. Germany taking in nearly one million when Saudi Arabia and the Gulf states have accepted a grand fat 0? Why?

Merkel screwed up.

One of the major problems with what she did was that she's accepting all of these refugees/migrants under the pretense that the pressure on Germany will be relieved when other EU nations accept their share of these people. The problem is, with freedom of movement, these people aren't going to stay in Hungary or Greece, or Poland. At the first opportunity they will ditch what they deem the unsatisfactory countries they are placed in and try to get into Germany or other EU countries with better opportunities.

And the question must seriously be asked: how can you expect hundreds of thousands of people with no education, no specialized skills, and no adequate level of literacy or fluency in their host nation's language to be integrated in a way that they can contribute and not be a drain on their new country? For crying out loud, the Greek unemployment rate is still over 20%, how in the hell are they supposed to accept and support any refugees/migrants whatsoever if their own people can't find work?

Not yet. But the ideal situation is that they become permanent residents and eventually citizens of their placement countries, no one wants them to remain in limbo for the rest of their lives. Once they're citizens however, they enjoy freedom of movement in the EU countries that have it. So if they are settled in Poland and become Polish citizens, they are entitled to go to any other EU country that has freedom of movement. Moreover, right now there doesn't seem to be anything stopping refugees or migrants from being sent to Hungary, then immediately doing a 180 and going back to Germany with a new fake name until they get accepted for asylum there as opposed to a country they don't want to go to.
