Oregon has already done that. Effectively, what that has done is remove the products from the shelves. Who the fuck is going to go to the doc for a cold? I'd wager most wouldn't.

Somehow, Oregon still manages to have an enormous meth problem. Gee, I wonder if they're getting the precursors elsewhere? Couldn't be.
