Where I'm from, the maximum sentence is 25 years and that is already a long time.
40 years is a lifetime and more than ensures she won't do that again.

Not enough details in the article to make a valid comment, other than this seems to be a really fucked up family. 

I can imagine a lot of extenuating circumstances. Especially on the reservation.
