Regarding the Obamacare subsidy, as I recall, there is a federal court ruling against it being made and SCOTUS hasn't weighed in yet.
From a rule of law standpoint, might dial back on that one till it's yea'd or nay'd as even Trump can't just write a check on the US Treasury without congress countersigning. Conferring on Trump the power to forego the congressional signoff (where there are still some dems that might be able to stop it) is probably something we would all hate very very very very very much.
The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
