Nope. The point was that if there was an uncharted bar or sunken tree or whatever, the tow would hit it first, and the "tow boat" could try and fix the mess.

Now that, makes a lot of sense.
It's amazing 'science' always seems to 'find' whatever it is funded for, and never the oppsite. Drich.
