Right, but if this is successful at the federal level, anyone serving time in a fed prison for marijuana would have to be let go, right?

Maybe, if they were in for possession as the only charge/crime/conviction. Seems like distribution would be a different matter.

I think cost savings from prison costs would rapidly drive that. Hell Nebraska is in a dire predicament with funding/personnel retention/overcrowding in their prison system. Some one notes they can take a giant step in fixing their freaking mess in one fell swoop they'll be all over it.

Why do you think that anyone is interested in cutting prison costs by vacating convictions? Honest question. To use a specific example..a "dire position" in Nebraska, from whose POV?
Certainly not from the private prison systems, their lobbyists, or their legislative allies on shortlists for the revolving door. Locking up non violent offenders and accumulating increased sentences is their business model. The outward flood of released prisoners becomes it;s own organizing issue -against- any such action. All of those people being released? The hell you say.
