The latest regeneration was to a more human feminine looking form.
I'm not sure they ever say that there was a gender change.

Still, the doctor is now played by a female actress.

Funny thing is the original creator( Sydney Newman who's a Canadian I might add)of Dr Who always wanted one of the doctor regenerations to be a woman . But the BBC turned it down for being to outlandish
