But seriously, except in survival situations, eating people isn't cool. In a case where you would almost surely die without eating human flesh, it may be the most moral option. I don't think people that have done so in such situations deserve condemnation. But eating people for shits and giggles or because it give you a feeling of power and control-definitely not cool.

But normally mental illness alone is not a justifiable reason to lock someone away. The normal standard is posing an immediate threat to themselves or others. So a lot of it depends on the situation.
