No, it's taking the position of not believing them. Not everything is binary.
Moreover, lying requires intent to deceive. Someone may simply be misinformed, or have come to a wrong conclusion based on available evidence. Or, they may in fact be correct, but haven't gained enough of a reputation/cachet to simply be taken at their word.
