So The Weather Channel showed a report of the Outer Banks being flooded from storm surge. Kitty Hawk down to Hatteras was affected.

Not even remotely close.  For this guy to have himself and a wife at that income, this would be almost two and a half times the federal poverty level.  In fact, this is above poverty level for a family of SEVEN.  He and his wife would have to have a sixth child before $40,000 would be below poverty level.  That's based on the federal guidelines for 2018:

Rob missed one day of work last week due to having to help me out and his paycheck took a very hard hit.
