I'm no expert but it seems like Dan Quayle in 1988 (the VP choice of Bush I) was the first politician who made it politically hip to be hick. He was ridiculed for his stupidity, complete with his own calender "I stand behind my mistatements." Instead of defending himself, he doubled-down and lashed out against the "cultural elite" saying he wore their scorn as "a badge of honor". Somehow, this struck a chord.
This was, probably not coincidentally, the same time the religious right began to flex its muscle in the Republican party. Its control from within would, from 1988 on, be overt. Reagan threw them some bones with his half-hearted "moment of prayer" in public schools (and didn't seem too disappointed when it failed) but he never let them set the agenda the way future Republicans would.

Most stupid?
Australia has only 6 States and one Territory. By consensus of the other five, the most stupid state is Queensland, a country mile. (aka The Deep North)
I was surprised to learn that my state,South Australia ( a great place to bring up kiddies) is not the most boring in the country.That honour goes to the Island state of Tasmania, where it's still 1958.
Hint: If you ever visit rural Tasmania, ,NEVER use the world 'inbred' or comment on towns of 1000 people with 7 family names.
