The voters who examine the issues, evaluate the candidates and weigh the outcome can (and all too frequently are) outdone by people who vote based on the cut of the candidate's suit.

No, the opposite would be the case.  If people voted only based on intelligence, they'd be unlikely to be swayed by influence.  People tend to vote based on emotions, primarily greed and fear.  The money that parties spend on influencing voters targets emotion, not intelligence.
