Yeah, it does, and that's actually the contention of some researchers. That we'll level off even earlier than the UN has predicted (barring global economic catastrophe).
If the trend holds, we could accelerate the timetable by targeted development initiatives. You get good bang for your buck bringing laggers up to the average..after that it may get more expensive on account of diminishing returns, but the hope is that countries at the global average would begin to be able to invest more and more of their own growing gdp into the project. (pie in the sky shit, obviously, we're all trembling nationalists and isolations now  )
