He only did what he did because, after the storm and the power outages and the tainted water and the unstocked store shelves and the price gouging on energy bills, he was informed by his staff that some Texans were left alive. Abbot is the kind of can-do governor to correct that kind of oversight.

That may well explain his actions.
Part of his comments included his stance that Texans don't have to be told what to do (wear masks, social distance, etc.). It's pretty obvious he hasn't seen his fellow Texans in action.
In response, I ordered groceries online and will pick them up later this morning. I will continue this practice till my vaccinations are complete and a couple weeks have gone by after the second one.
