Police are, themselves, the victim of institutional and systemic racism. A good person with the best of intentions joins the police force....and then... somehow... manages to effect the same outcomes as the klansman who joined to beat heads.
It's not about the individuals, not even the racist ones. We're simply willing to use those racists as sacrificial offerings in order to maintain the institutional and systemic injustice which produces those outcomes.

"A small percentage" isn't incorrect, it's even less than wrong.
Consider this. If we posit that there are absolutely no racist cops, we would still have to explain why the justice system consistently produces these outcomes. They would not, in this scenario and even in our real world, depend on the racism of an individual officer, or even a collection of racist or non racist officers expressed by a percentage.
Racists want us bickering over the percentages because they don't want us bickering over racism. That was a losing strategy as propaganda, they realized that. They have slicker ad copy now.

Well, help me to restate it in a way that does. What made no sense to you, specifically? Shot in the dark, even less than wrong?
I'll use an example from another thread that had me rolling. Let's say someone told you that the product of 1 and 2 was cat. Any number other than 3 would be incorrect, cat isn't wrong, it's even less than wrong.
In exactly this way, the white supremacist propaganda of small percentages is not incorrect, it's even less than wrong.

I'm not even talking about days.
In the same way, the racist propaganda of small percentages is not talking about the amount of racism in policing. The number of racist cops could be zero, but the amount of racism in policing would still have to be accounted for, because it exists and can't be mathed away. Any amount of racism in policing is a failure state..because we are guaranteed equality under law, and the police are the agents of that law.
This is non-negotiable. There is no acceptable percentage of the abrogation of our rights.
