I guess I would welcome it because I have so much questions for you. Like considering that you are already talking about laws in your country, I would like to know more about them. Like what are the laws for killing non-muslims in your country? Let's say if you were to kill a Jew would you be persecuted by law or would you be set free and maybe even awarded?

Back to the OP: what do the members of AF forums think about opening a "Human Rights Section"?
From the trial of Kashoggi to the crimes of Haftar in Libya; I think such a section would benefit the discussions here.

Atheists can post their struggles with their Human Rights, so as Muslims, Christian and theists. It will be a rich experience and a treasure for knowledge.

On those rare occasions when I'm reported (always seems to be by you), I recuse myself from the voting.

If you're so concerned about off-topic posts, why do you only bring it up in threads you've started? I know the answer, just want to see if you do.

Back to the OP:  I don't think a specific section for Human Rights is necessary. I don't see how it would benefit discussions. Members are already able to bring up human rights issues in appropriate fora and subfora.

I suggest you add a poll and get a feeling as to how much support this idea has from the general membership. This might go a long way toward helping your case - if you can show Admin that a majority of the members would like to see that forum added, you'll have a better chance of success.

I like your opinion regarding the op. Adding a poll would've been a decisive addition to the whole voting thing; but I can't add one since posts can't be edited after a certain time.

The forum isn't westerner. Last I heard it is a global place. 
The reason behind a human rights section is to fight the slogans of xenophobia and nationalism out of the system
