The Orcs in Middle Earth are bipedal, tool using carnivores. Some of the sources basically claim they're 'Changed Elves' and changed not for the better.

Not sure just how much 'Influence' the various dark powers have in the setting. Been a very long time since I perused the old pen and paper material. Just as long since I read any of the books.

Considering Gandaf, Sauron etc are all diety type critters. There's probably not a lot they can't actually do. It's just 'Setting rules' that keep them behaving as they are presented in the books.
