The more I look at the pictures, the more I’m convinced that the animal wasn’t injured. It really does appear the letters were formed by wiping or scraping the algae, not actually cutting the manatee.

It's actually pretty hard to injure a manatee in any meaningful way, even to the manatee. That probably has alot to do with why people fuck with them. They don't really do anything that would startle the average cracker into stopping whatever it is they might be doing.
