Of course it matters. Context is everything. It's the same as saying if I drive my car in the real world I am responsible for the safety of said car. Which is true if I am the owner. Which in the scenario of acting is of course, ridiculous, as the responsibility for making sure any equipment I am supplied on set by my employer is fit for purpose, and works as described. If Baldwin had brought his own gun to the set, then you would be right, however you are not.
If I am doing a scene with a realistic looking - but soft - rubber knife and I have to convincingly stab someone, but the assistant hands me a real knife instead, I am not to blame.
So I think your ideas are completely fucked up.... and I am glad I don't live in your world.

If every business could dump the responsibility on the user every time there something went south, there would be no use for criminal courts or civil courts.

That is the point. He was the owner of the production of his movie. It seems at this point, the person he hired skipped steps. At a minimum he still is responsible for hiring sub par staff.
A long time ago, I got a job washing vehicles at a car dealership. My job was to move vehicles throughout the lot to either wash them, or move them into the mechanic bay. One day they asked me to move a box truck into the mechanic bay. But what they did not tell me, and had no way of knowing, is that one end of the bay was inches shorter than the other end. I tried to drive the box truck into one end and pealed the top end of the box like a can of tuna. They literally had to flatten the tires to unstick the truck. The problem was that one end of the bay was shorter than the other end. But I didn't know this.
So while I get Alec's remorse, and I accept it, it still remains that he was the car dealership owner.

To use your first analogy, the situation in relation to the shooting on Rust is analogous to the following: you've sent your car in for a full service and gotten it back. The mechanic has told you, "yeah everything is good, oil checked, brakes, tyres, timing belt, lights, everything in order". Five minutes after leaving the garage you go to brake as you see a little old lady crossing the road 100 yards ahead and nothing happens. Without time to react you plough through the unfortunate pedestrian killing her. Who's at fault you, or the mechanic lying to you?
Now, in this specific case it's a bit more complicated than just the armourer or the ass. director being at fault, because it look's like there was a corporate culture of negligence at all levels, and if that is the case the senior management should be civilly and criminally liable as if they went up to Ms. Hutchins and shot her deliberately.
