A joke does not affect productivity - going to HR and causing internal strife does.
Seems to me like getting rid of the problem of thin skin would be far easier, and they are just as irreplicable as anyone else.

Correct.
If they harass you - i.e. continue to say these things around you after you have explicitly told them not to - you are in the right to complain to your boss for harassment. If it was an intentional "trolling" harassment, they should be fired on the spot without further question.
Otherwise, you are free to ignore it.
Coworkers said *plenty* of things I found offensive over the years, but I just ignored them, did my job, went home and ate my dinner. It's not hard, it really isn't.

What joke are you talking about? I'm talking about attitudes regarding race and gender. If you think that's fodder for jokes, that say more about you than me.
If I made a "joke" at your workplace about Mexican-Americans (which you claim to be) being lazy and/or drunk, what might you think about how welcome you are at that worksite?
To answer your question directly, yes, management attitudes make all the difference when it comes to equal opportunity.

What about people who say, "I don't like being treated this way, would you please remind the team to be respectful of coworkers?" without urging the firing of anyone? Maybe you think speaking up is baaaaaad?
