HISD to eliminate librarians, turn some libraries into discipline centers at 28 campuses

Two points worth noting:
1) Even according to Superintendent Mike Miles, students are behind in their reading levels, especially Grade 4.
2) The 28 schools to be subjected to this treatment appear to be majority non-white.
