Because the poor are another group to call 'lazy moochers'.  Another group for them to vilify.  That's what attracts them to religion in the first place.  The idea that somehow they are better than other people.  Of course the poor jump on board too.  Because people like them have explained to them that it's the 'dirty liberals' that are to blame for all their problems.  Much like religion. 

"Satan" is to blame for all the bad stuff.  Or Free will.  Anything except the guy who supposedly has the power to do anything including creating the sun.

If Jindal takes the money out of poverty it will become less popular.
