If they dont regulate the banks, this will happen over and over again.
A government does not have to bow to a bank... if it is more powerful than said bank.

So it seems you've discovered one of the great flaws with the american (roman) system. There are others of course... but there's no way to ensure a leader's grip on their country remains severed and their plans remain short/ineffective than by forcing them away from it every 4 years
