I'm just going to go out on a limb with this one and say I don't think whether this dick-cop's truncheon got up the prisoner's ass on purpose or accidentally is really germane. If you can't control where your damned truncheon winds up, you shouldn't be entrusted with one.

Of course it didn't, the fact the police department is actually getting away with that excuse is ridiculous. I'm looking forward to seeing Min's response to it.

Whacking someone in the behind is a fairly common form of punishment where I'm from, though usually the guy isn't naked when its done. Did he mean to poke the guy in the but, and it went into his crack?
I would assume it's generally poor form to mess with someone when they're naked in the first place.

Impeccable "accidental" aim...I'd say. It's not as if things invariably tend to slip into someones asshole whenever they get poked in the cheek.

Given that the hole is usually small, and there are flaps of fat in front of it, I'd have to ask how hard he was poking at the guy for it to even go in at all. It's certainly suspicious, and he should be punished.
