Why is this difficult for you to understand? Since you like to speculate, let;s speculate.
Officer responds to a call about some jackass harrasing customers and saying offensive shit to random passerby.
Officer arrives, and asks who the asshole is that's harassing customers and saying offensive shit to random passersby.
Asshole continues to be asshole, and denies being an asshole, "Goodness gracious I don't know nothin bout whatever asshole they called for," said asshole wryly claims. "I was just out here with my camera doin absolutely nothing of note"
Officer turns to the female and asks.."are you offended"
Woman says "Yeah"
Bingo, he's caught his man.
Said asshole gets detained, what with being a non-cooperator and a public nuisance, and the cops let him off without charges, provided he back up off the fucking club..which he does.
Or, ofc..the cop just wanted to get some pussy. Either hypothetical is just about equally likely, I'm sure.

And, so, basically, the cop would have to slip-up and tell someone that he arrested that guy to impress the woman or because he just did not like him. But, getting handcuffed, is getting arrested, if only temporarily. Getting charged with a crime means getting arrested, taken to jail, booked, fingerprinted, etc.
It's not a false arrest because it was done within the scope of the officer's authority. There was reasonable suspicion that the person was being a public nuisance.

I think that coming upon a gaggle of people and a camera rolling with an active argument might satisfy the reasonable component of a reasonable suspicion.
He -was- the guy being the public nuisance, too, wasn't he...not only did they have a reasonable suspicion, they got their man.
