Article 1 Section 23 of the Missouri State Constitution says = "Right to keep and bear arms, ammunition, and certain accessories--exception--rights to be unalienable.

Notice that it says "every citizen" and that it does not impose an age limit.  Third graders are about 8 years old.  They are citizens.  Therefore they have the constitutional right to possess guns and ammo unless they have been judged to be nuts or felons.

After WWI it was perfectly legal to own Tommy guns.  Gangsters loved them.  However, they got carried away and tended to use them in all of their shootings.  So the anal retentives finally passed a law to make them illegal and they gradually became more difficult to get.  So today there are very few in existence.

But they weren't invented until the 1880's.  Given the way the generals in WWI acted it seems as if they did not hear about them until 1917!

We had a very good gun, the B.A.R. (Browning Automatic Rifle) but it was so good the brass were afraid the Germans would capture one and copy it. 

After the war the Feds used BARs to counter mobsters with Thompsons. Better range and accuracy. The mobsters didn't practice enough to counter the barrel climb, so the mostly shot at the Moon.
