I've never known what to do with cats that come into my fenced in backyard. It hasn't been an issue for a while but I did have a dog that killed a cat once and I'd rather not have a repeat of that. It wasn't exactly my dog but one I'd taken in for a niece going through a divorce. My dog would bark at and chase cats out but who knew 12 year old, out of shape Mathilda would go in for the kill. I came out when I heard my dog barking to find Mathilda on her back with a white cate dug in with all four paws and its jaws on Mathilda's underside. She meanwhile had the cat's back in her jaws. When I got them to separate Mathilda with her thick fur had no injuries. But that poor cat was not able to crawl far into the bushes and was soon dead. Fortunately none of my neighbors knew who it belonged to so maybe it was a stray?
I'm not sure if I would be legally liable for damage done to a pet cat killed by one of my dogs inside my fenced yard. I can't imagine what sort of fence would be required to keep a cat out but I definitely don't want them stalking wild birds in my garden.

Banning them is common sense to preserve the wild life in the area if you ask me. Humans can be controlled with laws and fines though, but cats can't. So it's quite legit.

Have you considered getting a dog?
TBH I wished when I was younger, but around the Middle East dogs are "despised" by most of the population. They are considered "filthy creatures" by Sunni/Shiite Islamic sources, so nobody raises them in houses. So I grew to like cats as I grew up, dogs are still a far wish, soon enough the liking of cats became love. The cats I have are family, not just pets.

Let’s not forget good old USA also trained anti-tank dogs during WWII. American never deployed suicide dogs, but that is likely due more to operational and logistic reasons than humanitarian concern for men’s best friend.
Also, everyone knows the Japanese tried to bomb the US using robot balloons. But we on the winning side don’t frequently like to owe up to the fact that the United States attempted to bomb japan with bats. Someone in the army air force got it into their heads the bats likes to roost in the attics of highly flammable wood and paper traditional Japanese houses. So a tiny incendiary device was designed that could be strapped into bats. The idea was thousands of these bats would be raised and trained to fly with these tiny fire bombs. These bats will be dropped out of airplanes over japan, where they will find Japanese attics to roost in, and after a set time, the little clock work fire bomb on the bat will incinerate the bat, and in the process set millions of Japanese houses on fire.
Well, it got wackier when someone decided the bats need to be chilled before loaded onto the planes so they enter into a torpid state and not hurt themselves in their containers during the airplane trip. The problem is it takes too long to warm the bats back up to fly properly. So when the bats will test dropped they fell like paper weights rather than warm up and start flying,
