Because he was creating religion of himself as God and religion is not atheism.

The reason Soviet style tyranny    (not Atheism ) looked so much like religion  is because Religion is an excellent system for tyranny so why wouldn't they copy it .

No such thing as an atheist extremist and I am blaming the Soviet extremists because they copied religion to carry out the acts the validation however was based on religious mimicry because it was perfect to justify their actions
