I think I already explained to you what the whole "barefoot naked" stuff actually means. It refers to somewhere, not to people who actually built these skyscrapers. That's because, as I said, nobody builds things while barefoot and naked, these words just refer to a group of people wearing few to no clothes.

I would guess that people who only had one story buildings or cave dwellings would be impressed when the first two-story structure was built.
Tall building means something very different now than it did a couple thousand years ago and before.
