Not at $12mil a pop, I looked that one up out of morbid curiosity. Won't even cut into pensions. From a financial and legal standpoint, that's a very well managed risk. No charge, cheap buyout.
Cost of doing business, apparently. Broken eggs here and there.

I am saying that long term policy at the local, state and federal level sets the tone.
The cops involved WERE trained by policy that local/state and federal current law allowed.
If what they did worked nobody would be dead.
