Well, Candace Owens is lying because it isn't really incent porn. Just step-sister, etc. stuff. As far as I'm aware, if the story was actually about incest, it wouldn't be allowed on Pornhub and places like that. Maybe it's because I never had a step-sister or sister at all that I don't see the big deal, but I can certainly see why people would find it a big turn off, and I can respect that, but it's between consenting adults and in the stories no one is playing an underage character and their characters are not actually biologically related, and in the videos, they will pretty much always throw in the line "oh, it's ok because we're not really related." So yeah, it's weird, but so is lots of porn, and I think Candace Owens is blowing things way out of proportion.

I strongly suspect there's probably subtypes of incest porn where they don't clarify that they're not actually blood related in universe, but that while the "characters" are supposed to be blood relatives, their performers (if you care enough to google for more than a few seconds) aren't. Not sure about the terms of service on Pornhub, but that one should be easy enough to get away with legally.

I'm sure it would be legal but Pornhub cares about more than that. They don't allow depictions of incest or things like scat, which you can readily find on other legal websites I'm sure, while Pornhub does allow fictional scenes of r word, choreographed punching women in the face or breaking their neck and killing them, etc. Anyhow, to Candace's argument, porn websites are way more censored and regulated now than they used to be, especially with the recent crackdowns and new rules to prevent revenge porn from being posted on these sites and etc. I just did 30 seconds of research on pornhub to see if I could find a video of twins kissing. It says no results found. I reckon if I were to search that 15 or 20 years ago, there'd be a lot of results for the search term twins.
