I'll also note that the reason it was changed was to both to clarify the criteria and to allow theists greater latitude to express their position - without giving carte blanche to the ones who come here only to preach damnation without engaging in discussion. That's who the rule is targeting. In other words, the restrictions that are in place are there in order to promote discussion, which is the purpose of this forum.
