It can hardly be a better explanation if the explanation itself needs explanation.
At the age of five, Skagra decided emphatically that God did not exist.  This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair.  Only Skagra responded to it by thinking, 'Wait a second.  That means there's a situation vacant.'

That's right. I have no more idea what aspects of the universe are random and which are necessary than Snowtracks. Chance has no place in my cosmology owing to my ignorance of what about the universe couldn't be otherwise. Snowtracks would have to admit to the same if he wasn't wed to playing the magic card. Me, I'm holding out for a natural account. Doesn't mean there has to be anything random about it.
