I don't think there are any good ways to regulate breeding. Any option would seem like too much of a slippery slope into eugenics, which I hope we have all seen from past experience is a bad idea.

I have nothing against the idea of incest, if it weren't for the risk of birth defects. If people could get around that, let them do what they want.

I agree that 'regulating' breeding is bad but governments can do more in terms of legislation. They might create mandatory sex education for schools that doesn't just address the mechanics but also the psychology & sociology. They could put all prospective/expecting mums & dads through 'parenting' courses. I think there's much that can be done but I don't see governments investing enough time & resources in to helping people with this sort of thing.

I agree. Like so many issues, I think education is key. Here in the UK at least, there seems to be a serious problem with ignorant, useless parents. I'm actually surprised when I see some good parenting when I'm out To add to the problem, many of these people refuse to accept advice because they think they know it all or deny their kids would do whatever stupid thing it is they obviously did do.
