The whole issue of racism was egged on by government interference. The doctrine of "separate but equal" was issued by the government. Of course, most of the country would have fallen under segregation with out the government interference, but it would have been a lot easier to break away from if it had not been instituted as law.

If not enforced by law, it would have been completely ignored where I live. There are still some places here you just don't go if you are black OR white & value your safety. Not the same places of course.
