people at adjacent dog park hit the ground, gunfire lasted 10 to 15 minutes, folks in dog park thought they were targets (too?).

I'm speculating here:

shooting for upwards of 15 minutes, high powered rifle, 100+ shots and only 5 people shot, to me suggests possible mental issue with shooter.

Yeah, I saw the same thing after I posted the above. I think we can agree this country does not need an escalation in partisan violence.
